Just two years into his tenure, Hon. Abdulmalik Zubairu has sponsored an impressive 27 bills, making him the lawmaker with the highest number of sponsored bills among Zamfara State representatives in the House of Representatives

While some lawmakers pass through the National Assembly with little imprint on the legislative landscape, the lawmaker representing Bungudu/Maru federal constituency, Hon. (Dr.) Abdulmalik Zubairu, has emerged as one of the most proactive voices in Nigeria’s 10th House of Representatives.

In just two years in office, Hon. Zubairu has sponsored an impressive 27 bills of which 15 percent are awaiting reports & considerations, 81 percent are awaiting 2nd reading while 4 percent passed by the House and transmitted to Senate for concurrence.

The bills cut across security, healthcare, education, agriculture and food security, social welfare, technology, entrepreneurship and vocational skills sectors, a record that underscores his commitment to purposeful lawmaking and national development.

The bills, widely regarded as people-centred and forward-looking, reflect a legislator with a deep understanding of governance and an unwavering resolve to translate policy into tangible impact.

By sponsoring these bills, Hon. Zubairu has not only fulfilled his constitutional responsibilities as a lawmaker but has also set a benchmark for proactive and result-oriented legislation, especially being a  lawmaker with the highest numbers of bills from his state in the House of Representatives.

A standout bill with national impact

Among the 27 bills, the National Vocational Centre Bill, 2023 stands out for its nationwide relevance and transformative potential.

The bill seeks to establish a world-class vocational training institute designed to produce skilled and employable graduates who can meet the evolving demands of Nigeria’s labour market. Unlike constituency-focused interventions, the proposed centre is envisioned as a national asset, with its main campus in Abuja and satellite campuses across all states of the federation.

According to the bill, the National Vocational Centre will offer training in diverse fields including agriculture and food processing, manufacturing, ICT and digital skills, fashion and design, renewable energy, construction trades, automotive services, creative arts, event management, and entrepreneurship, among others.

The proposed institution will be governed by a board of directors, while funding will come from a mix of government appropriations, grants and private-sector donations.

If passed into law, the centre is expected to:

  • Reduce youth unemployment
  • Promote entrepreneurship and innovation
  • Provide industry-relevant skills
  • Strengthen Nigeria’s workforce competitiveness

Beyond vocational Skills: A holistic legislative agenda

Hon. Zubairu’s legislative footprint extends beyond vocational education. His bills also seek to strengthen healthcare delivery, improve nutrition and public health standards, deepen food security, enhance professional regulation, expand access to education, and reinforce national security institutions.

Notable among them are the Federal Institute of Technology and Entrepreneurship Bill, 2023, which aims to establish a specialised institution in Bungudu, Zamfara State, and the Nutrition and Dietetics Council Bill, 2023, designed to regulate nutrition practice and combat diet-related diseases nationwide.

Through these legislative initiatives, Hon. Zubairu has positioned himself not just as a representative of Bungudu/Maru, but as a lawmaker with a clear national vision—one anchored on human capital development, economic diversification and social progress.

Personality  Profile

Hon. Abdulmalik Zubairu Zannah, popularly known as Zannah Bungudu, is a third term member of the House of Representatives

He holds a Senior Secondary Certificate (SSCE), Certificate in Public Administration from Federal Polytechnic Kaura Namoda (1997), Diploma and Higher Diploma in Public Administration from Abdu Gusau Polytechnic (1998-2001), B.Sc. in Political Science from Bayero University Kano (2001-2005), Certificate in Strategic Studies from the Centre for International Development in London, and M.A. in International Affairs and Diplomacy from Usmanu Danfodiyo University Sokoto (2011).

He began his career in local government administration as a civil servant in Zamfara State’s Ministry of Local Government and Chieftaincy Affairs, rising to Senior Executive Officer in Bungudu LGA.

Hon. Zubairu served as Branch Chairman and State President of the Nigeria Union of Local Government Employees (NULGE) in Zamfara State, including national roles.
