MDAs are to be investigated by an adhoc committee over mismanagement of take-up grants, bailout funds, and intervention allocations from 2015 to date
The House of Representatives has set up a special ad hoc committee to investigate the allocation and utilization of take-up grants, bailout funds, and intervention allocations disbursed to ministries, departments, agencies (MDAs), institutions, and government-owned enterprises from 2015 to date.
The committee is tasked with assessing compliance with financial regulations, identifying cases of diversion or misappropriation, and making recommendations to strengthen regulatory frameworks, sanctions, monitoring systems, and accountability measures for effective public fund management.
The resolutions followed a motion of urgent national importance moved by the House Minority Leader Rep. Kingsley Chinda (PDP Rivers), who stressed the need for accountability in the management of public funds.
Citing Section 88(2)(B) of the Nigerian Constitution, Chinda noted that the House is empowered to expose corruption, inefficiency, and wastage in the administration of public funds appropriated by the national assembly.
According to him, successive governments have allocated take-up grants and intervention funds to both existing and newly established agencies, as well as bailout funds to institutions and MDAs to support essential services and settle outstanding liabilities.
He decried persistent allegations of diversion and mismanagement, warning that the failure to utilize these funds for their intended purposes has weakened public services, hindered development, and compromised national security.
“The misuse of take-up grants, bailout funds, and other interventions has severely undermined national development,” Rep. Chinda stated. This misappropriation has led to the deterioration of public services and eroded public trust in government effectiveness.”
He also highlighted the lack of oversight and monitoring mechanisms, which he said has resulted in waste, inefficiencies, and resource mismanagement.
Adopting the motion, the House directed the ad hoc committee to report back within four weeks with its findings and recommendations.
The committee will be chaired by Rep. Emeka Chinedu (PDP Imo), while Reps. Chike Okafor (PDP Imo), Rep. Shittu Galambi (NNPP Jigawa), Rep. Yusuf Gagdi (APC Plateau), Rep. Mariam Onuoha (APC Imo), Rep. Inuwa Garba (PDP Gombe), and others as members.
