The House of Representatives Committee on Appropriations has expressed concern over the pace of implementation of the 2024–2025 Appropriations Acts.
The concerns were expressed during an engagement with the minister of finance, Wale Edun, and the his counterpart in budget and national planning, Sen. Atiku Bagudu.
Speaking after the closed-door session which lasted for about four hours on Wednesday, Committee Chairman, Rep. Abubakar Bichi (APC–Kano). said Nigerians were increasingly worried about the level of budget execution.
He explained that the exercise was part of the national assembly’s oversight mandate to track budget performance and ensure service delivery.
He said, “We have engaged with the ministers of finance and budget; both acknowledged the concerns and assured us of their commitment to work harder so that Nigerians can begin to see visible results from the budget.
“Our members are seriously concerned, and the ministers have promised that before the end of this year, Nigerians will witness significant changes and developments. They have given us their word, and we will be monitoring closely”.
Finance Minister, Wale Edun, disclosed that as of September 2025, about 80 per cent of the 2024 budget had been implemented. He added that the extension of the fiscal year to December made the budget a “work in progress.”
“Implementation is around 80 per cent. We also reviewed the 2025 budget, which prioritises grassroots projects and critical infrastructure such as roads and irrigation facilities. The focus is on ensuring Nigerians feel the direct impact of government spending,” Edun noted.
He dismissed concerns about fresh spending, clarifying that there was no plan for a supplementary budget in 2025.
On his part, Budget and National Planning Minister Atiku Bagudu, said lawmakers acknowledged the achievements recorded under President Bola Tinubu’s administration and commended the cordial working relationship between the Executive and the Legislature.
“The National Assembly has supported all major reform initiatives, including the recent tax reforms, which are already yielding results. Today’s engagement helped to highlight areas requiring further improvement,” Bagudu stated.
About budgets running concurrently in 2025
In 2025, three national budgets are running simultaneously in Nigeria. These include the 2024 Appropriation Act, the 2024 supplementary budget, and the 2025 Appropriation Act.
This overlapping operation is a deliberate strategy by the Federal Government of Nigeria to ensure the delivery of appropriated capital projects and manage system-wide fiscal transitions effectively. The 2025 budget is actively being implemented while residuals from the 2024 and its supplementary budget continue to be disbursed.
Addressing public concerns over the overlapping fiscal instruments during the extension of 2024 budget to December, the Director General, Budget Office of the Federation, Tanimu Yakubu, said that while the simultaneous operation of multiple budgets may appear unconventional, it is legally grounded and administratively necessary.
