N1.78trn FCT 2025 appropriation bill scales second reading in the House of Representatives

The House of Representatives has passed for second reading a bill seeking to authorize the issuance of N1.78 trillion from the Federal Capital Territory Administration (FCTA) Statutory Revenue Fund for the 2025 fiscal year.

The bill, titled “A Bill for an Act to Authorise the issue from the Federal Capital Territory Administration’s Statutory Revenue Fund of the Federal Capital Territory Administration Account,” outlines the distribution of funds for key expenditure components, including personnel, overheads, and capital projects within the FCT.

Out of the total proposed budget of N1,783,823,708,392, the sum of:

  • N150.35 billion is earmarked for personnel costs,
  • N343.78 billion allocated to overhead costs, and
  •  A significant portion of N1.29 trillion set aside for capital projects.

According to the provisions of the bill, the funds will cater to the needs of the Federal Capital Territory (FCT) from January 1 to December 31, 2025.

The bill has now been referred to the House committees on Federal Capital Territory, and Federal Capital Territory and Federal Capital Area Council for further legislative action.

President Bola Ahmed Tinubu two weeks back transmitted the FCT Appropriation bill, 2025 to the House. In the letter read by Speaker Abbas Tajudeen, President Tinubu cited Section 299 of the 1999 Constitution (as amended), which empowers him to present the annual appropriation for the FCT directly to the legislature.

The president explained that the proposed ₦1,783,823,708,309 budget seeks to consolidate ongoing infrastructure projects, enhance governance efficiency, and boost economic activities across the territory.

This budget will enable further investments in health and social welfare, support increased agricultural output, and promote job creation across the FCT,” the president stated.

According to Tinubu, 85 percent of the proposed expenditure is dedicated to the completion of ongoing projects, while the remaining 15 percent is allocated to new initiatives aimed at further developing the capital.

This proposal reflects our unwavering commitment to continuity and sustainable urban growth,” he said, urging lawmakers to prioritize the budget’s passage.
