Committees on Poverty Alleviation and Humanitarian Affairs have been tasked to investigate the status of Conditional Cash Transfer (CCT) programme from 2016 to date
The House of Representatives has resolved to investigate the utilisation of funds allocated to the Conditional Cash Transfer (CCT) programme from 2016 to date.
The decision followed the adoption of a motion sponsored by Rep. Abass Adigun (PDP Oyo), who underscored the need for transparency and accountability in the management of public funds.
Leading the debate, Rep. Adigun recalled that in September 2016, the Federal Government, in collaboration with the World Bank, launched the National Social Safety Nets Programme.

He explained that the initiative, implemented through the National Cash Transfer Office, was designed to provide financial assistance to poor and vulnerable households under the Household Uplifting Programme–Conditional Cash Transfers.
“The House recognizes that the program was introduced as part of the Federal Government’s broader strategy to promote social inclusion and alleviate poverty,” he stated.
He further noted that, in August 2024, beneficiaries were notified that they would receive N50,000 per month for three months. Their details were submitted online and forwarded to the National Cash Transfer Office for processing.
“The House is aware that payments were meant to be deposited directly into beneficiaries’ bank accounts to mitigate economic hardship. However, while some received their stipends months after submitting their details, others have yet to receive any payment. Furthermore, the National Cash Transfer Office has not responded to inquiries regarding the delays,” he added.
Consequently, the House directed its Committees on Poverty Alleviation and Humanitarian Affairs to investigate the delays in disbursement under the Household Uplifting Programme–Conditional Cash Transfer. The committees are expected to report their findings within four weeks for further legislative action.
