NASS directs Clerk to re-gazette tax reform acts

The National Assembly has assured Nigerians that issues surrounding the passage, presidential assent and gazetting of key tax reform laws are being handled strictly within the constitutional mandate of the National Assembly.

The assurance follows growing public commentary over discrepancies relating to the harmonisation of versions of the Nigeria Tax Act, 2025; Nigeria Tax Administration Act, 2025; Joint Revenue Board of Nigeria (Establishment) Act, 2025; and the Nigeria Revenue Service (Establishment) Act, 2025, as passed by both chambers and published in the official gazette.

In a statement on Friday, the House Spokesman and Chairman of the House Committee on Media and Public Affairs, Rep. Akin Rotimi Jr., said the leadership of the National Assembly had already taken institutional steps to address the concerns.

“Only last week, the House constituted a seven-man Ad Hoc Committee on the matter after an Honourable Member raised it under a Point of Order (Privileges),” Rep. Rotimi said.

He explained that the committee, working alongside other relevant committees and the management of the National Assembly, is conducting a comprehensive institutional review to establish the sequence of events and identify any possible lapses or irregularities.

“The review includes a careful examination of any lapses, irregularities, or external interferences, should any be established, and is being conducted in full conformity with the Constitution, the Acts Authentication Act, the Standing Orders of both Chambers, and established parliamentary practice,” he added.

Rotimi further disclosed that, in the interest of accuracy and integrity of the legislative record, the leadership of the National Assembly had directed the Clerk to re-gazette the Acts and issue Certified True Copies of the versions duly passed by both chambers.

This administrative step is intended solely to authenticate and accurately reflect the legislative decisions of the National Assembly,” he said.

He stressed that the ongoing review does not imply any defect in the exercise of legislative authority by either the House of Representatives or the Senate.

“This review is strictly confined to institutional processes and procedures. It does not constitute, imply, or concede any defect in the exercise of legislative authority by the House or the Senate,” Rep. Rotimi noted.

Similarly, the Management of the National Assembly, in a separate press release signed by the Director of Information, Bullah Audu Bi-Allah, confirmed that an internal review was underway to address the concerns raised.

“The leadership and management of the National Assembly are addressing these matters strictly within their constitutional and statutory mandate,” the statement read.

According to the release, relevant committees are collaborating with the management of the National Assembly to ensure clarity, accuracy and the sanctity of the legislative record.

For this purpose, the leadership has directed the Clerk to the National Assembly to facilitate, in collaboration with relevant agencies, the publication of the Acts in the Official Gazette and to issue Certified True Copies of the assented Acts on demand to any stakeholder or member of the public,” Bi-Allah stated.

Both statements reaffirmed the National Assembly’s commitment to constitutionalism, separation of powers, due process and transparency, while urging the public to allow institutional processes to run their course.

“Members of the public are respectfully urged to allow the National Assembly’s institutional processes to proceed without speculation or conjecture,” Rep. Rotimi said.

The National Assembly assured that further information would be provided as necessary as the review progresses.
