National Assembly approves ₦1.81 trillion FCT budget for 2025 after third reading

The national assembly has passed the 2025 Federal Capital Territory (FCT) Statutory appropriation bill, approving a total expenditure of approximately ₦1.81 trillion for the FCT in the 2025 fiscal year, an increase of ₦30 billion from the ₦1.78 trillion initially proposed by President Bola Tinubu.

This passage followed the third reading of the bill during Wednesday’s plenary in both the senate and the house of representatives, culminating weeks of legislative consideration that began with its first and second readings earlier in the year.

The approval marks the completion of the legislative process for the statutory budget, which governs the finances of the FCT in line with constitutional provisions.

In the senate, the bill’s passage followed the presentation of a harmonised report by Sen. Mohammed Ibrahim, chair of the senate committee on FCT, who led the joint committee that consolidated inputs from both the senate and the house of representatives.

The review and passage were conducted in compliance with Sections 62, 80, 88, 89, and 299 of the 1999 Constitution (as amended), which provide the legal framework for budgeting in the FCT.

According to the committee’s report, the entire budget will be funded through internally generated revenue and federal statutory allocations projected for the 2025 fiscal year.
Both houses approved the spending plan structured as follows:

•Personnel costs: ₦150.35 billion (8.29%)

•Overhead costs: ₦352.03 billion (19.41%)

•Capital expenditure: ₦1.31 trillion (72.31%)

This means the recurrent expenditure, a combination of personnel and overhead totals ₦502.38 billion, while capital projects will consume the lion’s share of the budget.

The budget was crafted following broad consultations with the Minister of the FCT, Nyesom Wike, and key officials of the Federal Capital Territory Administration (FCTA). It is aimed at boosting infrastructure development, enhancing service delivery, and meeting the growing demands of residents in Abuja and its surrounding satellite towns.

The 2025 statutory budget is expected to address pressing needs in transportation, healthcare, education, and urban development, with the goal of maintaining Abuja’s status as a functional and modern capital city.
