Reps set to hold renewable energy summit in May

In a landmark move to boost Nigeria’s energy transition and strengthen legislative synergy, the House of Representatives has announced the first-ever national legislative conference on renewable energy, scheduled to hold on May 5 and 6, 2025, in Lagos, southwest Nigeria.

Speaking at a press briefing on Wednesday at the National Assembly Complex, Rep. Afam Victor Ogene (LP Anambra), Chairman of the House Committee on Renewable Energy, said the event is being organized in collaboration with the Office of the Speaker, Rep. Abbas Tajudeen, and the United Nations Development Programme (UNDP) under the Parliamentary Development Program.

According to Rep. Ogene, the conference will convene top industry players, investors, policymakers, and development partners to explore critical themes such as renewable energy legislation, energy transition, financing models, and investment opportunities, with the overarching goal of crafting a national legislative framework for renewable energy.

Recent legislative reforms around the energy sector in Nigeria highlight this growing momentum, thus necessitating the convocation of the 1st edition of the legislative conference on renewable energy in Nigeria,” Rep. Ogene said.

The conference will spotlight significant power energy policy milestones, including:

  • The Fifth Alteration Bill 2022 (No. 33), which now empowers states to legislate on electricity generation, transmission, and distribution within areas covered by the national grid—an authority previously reserved for off-grid zones;
  • The Electricity Act 2023, signed in February 2024, which grants states the autonomy to issue licenses across the electricity value chain, including lawmaking, regulation, and policy development;
  • The forthcoming National Integrated Electricity Policy 2025, expected to serve as a guide for states establishing their electricity markets, with a strong emphasis on renewables, especially solar-powered off-grid solutions for underserved communities.

Rep. Ogene also outlined the core objectives of the conference including to:

  • Facilitate knowledge exchange among lawmakers, experts, and stakeholders to accelerate renewable energy adoption;
  • Strengthen legislative collaboration by creating a platform for federal and state lawmakers to harmonize policies and address regulatory gaps;
  • Develop a time-bound legislative roadmap featuring reform priorities, investment incentives, and accountability mechanisms to modernize Nigeria’s power grid.

In a diplomatic and continental boost, Rep. Ogene confirmed that the International Parliamentary Union (IPU) will be participating, alongside parliamentary delegations from South Africa, Ghana, and The Gambia. Ghana’s delegation will be led by its Deputy Speaker, Rt. Hon. Alban Kingsford Bagbin.

Adding to the global engagement, INCLUDE, a Netherlands-based knowledge platform, will host a Pan-African Legislative Dialogue on Renewable Energy, to be chaired by Speaker Abbas. “The session aims to chart a unified legislative framework for renewable energy development and financing across the continent,” Rep. Ogene noted.

He further listed the expected outcomes of the conference as:

  • Policy and legislative reform recommendations to promote renewable energy use;
  • Draft legislative instruments to attract private and public sector investment;
  • Enhanced coordination between federal and state legislatures in the energy sector;
  • Increased public awareness of the legislature’s role in renewable energy policy;
  • A comprehensive implementation roadmap with measurable milestones; and
  • A Renewable Energy Technology Showcase, highlighting innovations and partnership opportunities in the sector.

This is not just another dialogue; it’s a critical step toward securing Nigeria’s energy future,” Rep. Ogene concluded.
