In a significant move to enhance transparency and accountability in Nigeria’s extractive sector, OrderPaper Nigeria in collaboration with the Nigeria Extractive Industries Transparency Initiative (NEITI) have launched the Rembinar Dialogue Series.
This dynamic virtual initiative aims to facilitate in-depth discussions on resource governance, climate change, and energy transition, with a focus on the impact of tax reforms on the extractive industries.
OrderPaper, Nigeria’s foremost parliamentary monitoring organisation and policy think tank, is proud to announce a collaboration with the Nigeria Extractive Industries Transparency Initiative (NEITI) on the Rembinar dialogue series.
About the Rembinar Series
Rembinar, designed as a dynamic virtual dialogue series, aims to facilitate critical in-depth discussions on resource governance, transparency, and accountability in Nigeria’s extractive sector and its interconnectedness with climate change and the energy transition.
Rembinar is an initiative under RemTrack, a digital platform developed by OrderPaper Nigeria to foster productive public engagement to enhance transparency, accountability, and policy performance tracking in Nigeria’s resource governance, including petroleum, mining and renewable energy sectors.
The series will further explore the interconnectedness between the extractive industries, emerging issues of the energy transition, fiscal and monetary policies in a bid to drive accountability and best beneficiation practices in overall public finance management.
The Rembinar series will feature top functionaries in the public, private and civil society sectors and draw participation from a cross-section of industry professionals, government agencies, civil society organizations, and members of the public committed to strengthening governance in Nigeria’s resource governance and public finance management.
The Inaugural Rembinar Dialogue
The inaugural episode of the dialogue series will focus on the tax reforms agenda of the President Bola Tinubu administration and its impact on the extractive sector of the country.
Themed “Tax Bills and the Implications for NEITI Audits,” this first in the series will take place on March 3, 2025 at 11.00 AM and will convene policymakers, industry experts, and civil society stakeholders to examine the impact of the tax reform bills on the extractive industries, particularly how these changes influence NEITI’s audit processes.
This session will feature insights from distinguished speakers who will serve as panelists. They are Dr. Orji Ogbonnaya Orji, Executive Secretary, NEITI, Dr. Mike Uzoigwe, Policy Expert on Natural Resource Governance who served previously as Country Manager (Anglophone and Lusophone Africa) for the Norway-based Extractive Industries Transparency Initiative (EITI), and Mallam Haruna Yahaya, Member Presidential Committee on Fiscal Policy and Tax Reforms among other key portfolios.
The high-level expertise and exponential experience of both speakers will provide participants with a comprehensive understanding of the evolving tax landscape and its implications for governance in Nigeria’s extractive industries.
Why This Discussion Matters
Taxation is a cornerstone of resource governance, directly affecting revenue generation, fiscal transparency, and economic development. Nigeria’s tax reform bills, currently before the national assembly, seek to introduce significant changes that will impact NEITI’s audit processes, compliance mechanisms, and overall revenue transparency across the solid minerals, oil, and gas sectors.
The speakers will address key issues on the theme, including overview of current tax reforms and their impact on NEITI audits, alignment of tax policies with NEITI’s mandate for financial transparency and accountability, implications of tax reforms on compliance and reporting accuracy in the extractive sector, challenges and opportunities in implementing new tax policies effectively, and strategies for strengthening transparency and accountability through taxation reforms.

Speaking on the collaboration, Dr Orji expressed NEITI’s delight in being a key partner in this initiative.
“The Rembinar dialogue series comes at a critical juncture in our nation’s governance trajectory when extensive tax and fiscal reforms are being undertaken,” The Executive Secretary stated.
According to Dr Orji, NEITI is leveraging on the Rembinar initiative to engage stakeholders as part of its mandate to promote transparency and accountability in Nigeria’s resource governance frameworks. Also, explore the interconnectedness between the extractive industries, emerging issues of energy transition, fiscal and monetary policies, driving accountability and best practices in public finance management.
Oke Epia, CEO of OrderPaper and Convener of the Rembinar Series, expressed appreciation to NEITI for the collaboration and encouraged all stakeholders in the public finance management space to key into the agenda of the initiative.
