In its continued quest to strengthen governance in Nigeria’s resource sector, OrderPaper is once again setting the stage for a vital national conversation.

OrderPaper Nigeria, the country’s leading parliamentary monitoring organisation and policy think tank, is set to host the second edition of its Rembinar Dialogue Series, a high-level virtual conversation convened to deepen discourse on Nigeria’s energy transition in the context of ongoing fiscal reforms.

What exactly is the Rembinar?

Launched as a digital dialogue platform, Rembinar is an initiative of RemTrack—OrderPaper’s civic-tech innovation for tracking policy performance, fostering accountability, and enhancing transparency in Nigeria’s extractive industries.

The series is designed to convene key stakeholders across government, civil society, and the private sector to explore the nexus between resource governance, public finance, and climate action.

In collaboration with the Nigeria Extractive Industries Transparency Initiative (NEITI), the second edition of the series will take place virtually on Monday, April 28, 2025, at 11:00 AM.

Focus of the Rembinar: Tax reforms and the energy transition agenda

The first Rembinar held in March 2025, delved into tax implications for NEITI’s audit work. It drew over 100 participants and featured insights from Dr. Orji Ogbonnaya Orji (Executive Secretary, NEITI), Mallam Haruna Yahaya (member, Presidential Committee on Fiscal Policy), and Dr. Mike Uzoigwe (natural resource governance expert and former EITI country manager), among others.

That successful dialogue set the tone for the conversations to follow. Now, the second edition themed: “Tax Bills and Implications for Energy Transition,” will address the urgent need to align fiscal policy with clean energy goals. The dialogue will unpack how fiscal policy can serve as either a catalyst or a bottleneck in Nigeria’s journey toward sustainable energy.

Distinguished speakers for this edition include:

•Rep. Terseer Ugbor, Deputy Chairman, House of Representatives Committee on Environment

•Dr. Dieter Ahmed Bassi, Director, Policy Planning and Strategy (PSS), NEITI

Olumide Idowu, Founder/Executive Director International Climate Change Development Initiative (ICCDI) Africa

This diverse panel brings together expertise across legislative, regulatory, and civic spheres to deliver a comprehensive understanding of Nigeria’s evolving fiscal landscape and its implications for energy and environmental governance.

Why this matters now

According to Oke Epia, CEO of OrderPaper and Convener of the Rembinar Series, the conversation could not  be more timely as aligning tax reforms with Nigeria’s climate goals is not optional but imperative.

He said, “This second edition of the Rembinar is important because energy transition is not just about the switch to better sources. It is also about the policy engineering that drives this switch and the citizens who bear the consequences of every legislative output.

“If tax reforms are not aligned with our national energy transition goals, then we risk stalling progress. That’s why we’re bringing stakeholders together to think through these issues collaboratively,” he added.

He reaffirmed OrderPaper’s commitment to bridging the gap between parliament, policy, and the people through data-driven civic engagement.
